In this context, the municipality emphasizes that it will apply this plan in three consecutive stages aimed at moving from disorder to organization: 1. First stage (already implemented): Issuing official warnings to all stall owners, licensed or unlicensed, without exception, to notify them of the new standards. 2. Second stage: Granting a specific time period for owners to regularize their legal status and comply with the organizational requirements. 3. Third stage: Initiating legal and field measures against violators. Regarding vegetable stalls, the Saida Municipality clarifies that it has always shown flexibility in this area, having previously issued proper licenses for street vendors. However, the municipality noticed that some vendors collected their licenses, while many did not even bother to apply for one in the first place. The municipality emphasizes that issuing licenses and allowing vegetable stalls is a temporary solution until a permanent solution is found within designated vegetable markets. This is part of the municipality's policy, aimed at ensuring the livelihood of those who depend on it. However, from now until the final solution—which ensures the private interest of their owners—they will be subject to strict regulations aimed at the public good, which include:

• The stall location must not block vehicle traffic or pedestrian movement on the sidewalks.

• The space must be adhered to strictly, and expanding beyond the limits specified in the license is absolutely prohibited.

• Due to the mobile nature of the stalls, converting them into fixed structures is not allowed; they must be removed and the area cleared at night.

• General cleanliness: Stall owners are required to maintain full cleanliness around their area, under penalty of responsibility.

The 'Violations Committee' of the municipality, in cooperation with the Sidon municipal police, will monitor adherence to these rules on the ground. The municipality calls on all vendors and stall owners to cooperate positively with the municipal police and comply with regulatory laws to avoid any legal actions that may be taken against them.
