The Generators Sector Regulation Committee issued the following statement: Owners of private electricity generators are required to comply with the unified kilowatt-hour tariff issued by the Ministry of Energy for the month of March, set at LBP 40,580 per kWh, provided that electricity supply is not less than 12 hours per day. If daily supply exceeds 17 hours, the tariff becomes LBP 50,000 per kWh, based on an average exchange rate of LBP 89,500 per US dollar. For subscribers using meters, the fixed subscription fee is set at: LBP 385,000 for a 5-ampere subscription, LBP 685,000 for a 10-ampere subscription, An additional LBP 300,000 for every extra 5 amperes. Regarding elevators and common areas connected through three-phase (Triphase) systems, generator owners must calculate the fixed portion of the tariff based on the capacity of a single phase (monophase). For example, if the elevator and common areas are connected through a 3×15-ampere three-phase breaker, the fixed fee should be calculated on the basis of 15 amperes, not 45 amperes; therefore, the fixed charge is LBP 985,000 rather than LBP 2,785,000. It is mandatory to issue an invoice clearly showing: The generator owner's name, address, and phone number, The subscriber's name, Subscription capacity, Previous meter reading, Current meter reading, Monthly consumption, Price per kilowatt-hour, Monthly consumption cost, Fixed subscription fee according to the Ministry's tariff, Final total, without any additional charges such as “distance fees.” Generator owners are required to issue and circulate a clear schedule indicating daily supply hours to subscribers. The installation and use of meters for all subscribers is mandatory. If a generator owner decides to permanently cease operations, a three-month notice must be provided in advance through a written notification submitted to the registry office of Sidon Municipality or the concerned municipality. Pursuant to an agreement between the Generators Sector Regulation Committee and the South Appeal Public Prosecutor’s Office, citizens’ complaints will be received through the relevant police stations and the necessary legal measures will be taken. The Committee will officially notify the South Appeal Public Prosecutor’s Office of the contents of this statement. The Ministry of Energy and Water also reminds private generator owners and citizens that the following additions to the indicative tariff issued by the Ministry are prohibited: Value Added Tax (VAT) charges that are not legally justified by official registration with the VAT Directorate at the Ministry of Finance. Additional fees or charges under any pretext, including generator maintenance costs, network maintenance fees, or charges related to the presence of solar energy systems at the consumer’s premises.
